Colonial Government will require this report for the preparation of development proposals for the urban areas.

In his despatch submitting the proposals for the rural areas the Governor has taken the view that the Colony has no foreseeable means of meeting development expenditure other than the C.D. & W. allocation. We shall, I think, have to join issue with the Governor on this point.
