Particulars of bandit activities in the 3rd and 4th areas are as
(1) The rowdies and gamblers in general, commit looting and kid- napping in the name of the Liberation Arm, so that the prestige of the Liberation Arm, is completely lost. Moreover a part of Comrades commit loetings under the pretence of raising expenditure. For instance, SHEK WAI TONG (31) had been with the troop for a considerable time. After ne robbed 4 odd catties of gold he fled to Canton. It is learnt that he is working as a detective in Canton. (He may be a bad element of the K PARTY infiltrated intɔ our Party.)

Overseas Chinese are the objectives of all robberies so that they move away consecutively. They are under the impression that all robberies are committed by our Aray so latter are much hated. This account for the favourable raising amongst the Overseas Chinese in Hongkong of $60,000/70;000 in the drive for Village Salvation und in aid of the local reactionary influence. Hence if the Overseas Chinese are not protected, the development of our Army will be dimotly impeded.
(3) The Lower Executive Staff are much dreaded by the people.
