As the result of a trip of observation to HOʻSHAN, we have prepared i following report which describes briefly the condition of the enemy and that o

ours :-

(1) THE PEOPLE: They groan under hardships and are most sensitive to the soaring price of commodities which threatens their livelihood. They hate the "3 levies" which ɔppress them and aspire after a better living. They do not know how to.. attain their aspiration and the majority merely blame the Government.

In our

opinion, it is time for us to return and freely develop the people's armed struggle. (2) THE KEY; Lacking of regular troops and "FO ON" Corps, the place is garrisoned by the local defence units. When we attacked HOKSHAN CITY some months ago, the District Goverment was thrown in a panic. Being unable to maintain peace and ordeş they issued an order allowing gambling houses to be kept so to rais funds for buying arms and organise a self-defence wnit. It expects to collect, within a short period, from MAN CHUK, WO KUK and WAM SA! Villages, sufficient amount with which te purchase three sub machine guns, It is therefore imperative that we should organise the people and initiate the armed struggle counter-measure against the

enemy

The transfer of NG CHI TẤT (†LÔ), which will take plase shortly, pre- vides us with a good opportunity for our motivities, When he is otherwise engaged and the new Magistrate is ɑmaccustomed to the conditions in HOKSHAN, the people's

(3) OUR CONDITION: Our armed unit consisting of about 100 members is not big and remains underground. In view of the sine of HOKSHAN, it should be expande

On our return to the Village from the base, we will make arrangements to buy arms or ask our friends and relatives to loan us their arms. (We expect to buy 1 sub machine gun and several rifles.)

This is a difficult problem to be solved. When we have got the men and arms, we will require some political and military executives with experience in struggles to lead us in order to make it a success.
