I confirm that paragraph 6 of the Joint Statement on Lease Lend applies to this case. Financial responsibility involved will therefore rest with His Majesty's Government, who will, at request of United States authorities, pay sterling into special United States account in London, from which the American authorities will themselves pay for the land etc. which they propose to acquire in Hong Kong.
3. In these circumstances I shall naturally wish for an opportunity of studying the figure proposed for the commuted value of the rentals for the full term of the lease before it is mentioned to the United States authorities. I shall be grateful therefore if you will furnish me with this information, together with an explanation of the basis of the computation, and if you will defer notifying it to the United States Consul-General until you have received my reply.
4. I assume prices quoted are in Hong Kong, and not in United States, dollars.
