The savingram from Hong Kong at No.1 is self-explanatory. The joint statement referred to in para. 3 of that savingram forms the annexure to No. 2 on this file.
There is a precedent in the case of Fiji: see Nos. 1 and 3 on 85559/46 attached. You will also see from para. 2 of the F.0. telegram to Washington No. 9890 of the 16th October 1946 enclosed in No.7 on that file has apparently already been opened to XXXX meet expenditure on United States Foreign Service buildings etc. in the U.K. and British Empire, in accordance with para. 6 of the joint statement.
In the circumstances I suggest we write to the Treasury as in the attached alternative draït letter opposite for your signature, sending copies to Mr. Serpell and Mr. Logan, of the Foreign Ofice. I do not know whether the Treasury will be happy about the American request that the rentals for the full 75 years of the lease should be paid up now: but this is something for the Treasury to sort out themselves with the Foreign Office and/or the Americans, if they object to it.
I send these papers through Mr. Palmer, and as they have already been so much delayed I send them on in green.
