Sir,

We have to-day received a cable from Mr. M.A. da Silva,

Solicitor of Hong Kong, for whom we act as London Agents, to the

effect that a Petition has been sent by Air Mail by Ninety per

cent of all the Hotels in the Colony of Hong Kong against the

contemplated Hotels Control Ordinance. we are not fully

instructed in the matter, but gather from the cable that we have

received that the basis of the Fetition is "that only Two per cent

of the total Colony Hotel Guests are permanent and thus not

really part hotel trade essentially catering to transients".

Pending the Petition coming to hand we are asked to

appeal to you to defer the 2nd and 3rd reading of the Bill which

we understand is due to take place on the 23rd instant until the

Petition has been considered.
