name "Apartment" and again by reason of the fact that the Hotels Advisory Committee had not inspected their respective boarding houses, the Committee
had been misled into believing that these two
Boarding Houses were Class 2 residential hotels catering to a purely European clientele, whereas in truth and in fact they were Chinese Boarding Houses
registered with and licenced by the Secretary for Chinese Affairs as such Chinese Boarding Houses
with a purely Chinese clientele;
Therefore they sought proper classification in
Class 4.
To Your Petitioners surprise, Government has now put forward the Bill set out in Schedule "B" hereof instituting theoretical
and potential control over all hotels to be imposed at the discretion of the said Quartering or Competent Authority and implementing the Committee's Report by intended regulations imposing actual control over some hotels on the lines suggested by the said Report. Your Petitioners respectfully ask that it be noted that the control of the Competent Authority envisaged is
of the strictest possible nature with the widest possible powers
(whereby, e.g. the Competent Authority, who has no experience whatsoever of Hotel management, has even the power of designating which particular rooms in any hotel should be allocated for use by resident guests) without any corresponding benefit to hotels or boarding houses whereby e.g. a resident guest at low uneconomic
rates who should default in his dues may be evicted at short
notice by the Competent Authority (there existing as Your Petitioners can irrefutably prove many cases at date of defaults
by such resident guests).
