hotels and these will testify to effect that during
their period of confinement, hotel keepers and
personnel, at risk in some cases of their lives,
provided food and assistance to their British friends;
immediately after the reoccupation, the Navy, the
Army and the Air Force requisitioned many hotels
at considerable loss to the proprietors who however
made no protest whatsoever and continued to service
the occupants of requisitioned hotels in a willing
and voluntary spirit of co-operation.
(q) In the United Kingdom and America, the fact that
the basis of the hotel trade is the intended
accommodation of transients rather than of permanent
residents has been recognised not only by an absence
of price control but by the passing of regulations
entitling the hotel keeper to evict any occupant
whose stay in any particular hotel exceeds a period
of 7 days.
Your Petitioners respectfully submit that in due
course the investigations of the Hotels Advisory Committee
" will disclose that hotels' rates control was initiated
"solely by reason of complaints received from some 30 to
"50 European residents of about 4 to 6 hotels. These
"residents had sometime back formed themselves into an
" association composed of about 130 European permanent
" residents of various hotels. Of these, about 80 were
" residents of hotels of the Hong Kong & Shanghai Hotels
" Ltd. and this number was in every way satisfied with the
" rates of the Hong Kong & Shanghai Hotels Ltd. and the

many amenities included in these reasonable rates. It
