(n) As a consequence, Mr. Patterson, the then Quartering Authority arranged (not by enforcement of control
but on a "Gentleman's Agreement") for all European
Government servants resident in hotels, a charge of
$8.00 a head per day for room, service, etc. and
$5.00 per head for board of 3 meals. It is there-
fore to be regretted that the new Competent Authority,
without a thorough investigation, departed very

drastically in his controls list of 31st July last
from Mr. Patterson's rates, so drastically (as can
be testified to by hotel experts) that it is
impossible and impracticable to carry on business
at these decreased rates.
(o) Again, the present Competent Authority is imposing
severe regulations (vide Government Notification
No.A190) whereby a hotel manager refusing accommoda-
tion would subject himself to a possible total fine
of $10,000.00 or to a possible total imprisonment of 3 years, penalties usually associated with the
commission of serious crimes and not justified by
any real instance of conflict between hotel manage-
ment and the public or the previous Quartering
Authorities.
(g) In actual fact, hotel keepers, in times of stress
and need, have never been found wanting, thus,
immediately after the Colony surrendered, many
British subjects were confined in various Chinese
