Hotels Ordinance.

Preliminary study of Ordinance and petition reveals, I am advised, no grave legal objections. Petitioners will probably stress unusual features of Ordinance and allege arbitrarinese.

Two possibilities of mitigating its seeming aeverity without damaging its effect have been suggested by my advisers. One is that Quartering Authority should be assleted by standing advisory committee consisting of say.

four members, of whom two would represent hotel industry. The other is some toning down of the rather sweeping terras of 8.4(1)(a).

I should be glad to know by telegraph, before counsel is beard here, your preliminary views on these tro suggestions and in particular, whether you would see objection to my saying, should course of hearing warrant this, that I should be prepared to recommend the ge suggestions to you for your consideretion.
