It is probable that a number of applicants have been disappointed because their requests have been refused or because It should be remem- the grants were not sufficiently generous. bered, however, that the amount of relief which can be granted is limited by the size of the Fund and also that we are bound by the provisions of the Ordinance as regards the persons who may be given assistance.
3. In this connection, as we become more experienced in administering the Fund, it may be deemed advisable to ask for further amendments to the Ordinance.
4. The Committee desires to thank everyone who has assisted in the work of establishing and administering the Fund. In particular, it would like to mention the following:
(a) Messrs. Lowe, Bingham & Matthews:
Messrs. Lowe, Bingham & Matthews have acted as Hon. Treasurers of the Fund since its inauguration. Their assistance
and useful advice so readily given have very materially helped us in our work.
(b) Messrs. Peat, Marwick, Mitchell & Co :
Messrs. Peat, Marwick, Mitchell & Co. have carried out, This has in an honorary capacity, the audit of our accounts. been done by them at probably their busiest season of the year. (c) Captain Weston, Hong Kong Volunteer Defence Corps.
Captain Weston has taken considerable trouble in the pre- sentation of applications. The information contained in his reports has been most useful to us.
(d) The War Crimes Investigation Unit and the Special Branch
(Hong Kong Police):
They have supplied us with very useful information from their records.
(e) The Press :
The Press has given considerable publicity to the Fund from its inauguration free of charge.
(f) The District Officer, Mr. Barrow:
Mr. Barrow has assisted us materially by supplying all particulars required from applicants in the New Territories.
(g) The Director of Education:

The Director of Education has assisted us by the distribution of our posters among schools and by enlisting their support for the Fund.
5. Appendix B contains a list of subscribers to the Fund up to the end of 1947. Any errors or omissions are regretted.
