Honourable A. Morse,

HONG KONG WAR MEMORIAL FUND OFFICE,

OLD URBAN COUNCIL BUILDING,

STATUE SQUARE, (TL.28423)

HONG KONG.....7th August,

38

.1948.

Dear Mr. Horse,

re Mro. Eileen Hendry TINSON.

I am directed to write you in connection with

this case and to state that the Committee would be most

grateful if you could spare the time before your departure

to make enquiry into the possibility of persuading the

Ministry of Pensions to revise their decision to cancel

Mrs. Tinson's pension of 35/- per week.

The following is an extract from the Minutes

of the Committee meeting held on the 3rd instant:-

"Further correspondence with the Secretary and Vice-Chairman of the China Association, London, was read as well as H.H. Justice Williams' minute to the Honourable Colonial Secretary dated 24th June last. The Committee expressed disappointment at the action of the Ministry of Pensions in cancelling Mrs. Tinson's pension of 35/- per week and was unanimous in the opinion that the War Memorial Fund is not a pensionable source.

Decided that a letter be sent to Honourable A. Morse, at present in U.K. asking him to be good enough to investigate the position and approach the authorities concerned witha view to obtaining a reversal of the decision.

An interesting point was brought up by kr. McDouall who testified that to his personal knowledge Mr. Tinson was actually on duty at the time of his death and that he will prepare a statement to this effect to accompany correspondence with Mr. Morse."

In letters to beneficiaries outside the Colony

advising awards from the Fund the following paragraph is

invariably included: -

"You are requested to note that this is in the nature of a gift from the Fund and is liable to be dis continued without notice at any time. This sum will therefore not be liable to taxation in England"

The Committee finds itself in full agreement

with opinions expressed in H.H. Mr.Justice Williams'

minute to the Honourable Colonial Secretary dated 26th
