I presume that consideration has been given
subsequently obcanied by
to the danger of leases beingranted to
speculators who acquire them not with the object
sole
of developing the land, but merely with the idea
of passing on the lease to someone else at a
profit. This would, of course, destroy the whole
object of the proposal put forward in your
telegram No.529. I should be glad to be
informed in due course what steps, if any, it
has been possible to take to guard against the
above danger.
