2 The British Oxygen Company Ltd. of Grosvenor House, London, has applied to purchase by private treaty a piece of Crown land situated in offensive trading area at the junction of Tokwawan Road and Mataukok Road, Mataukok District, Kowloon, for the purpose of erecting factory for the manufacture of oxygen, acetylene and other industrial gases. Ares required is 139,400 square feet,
of which some two-fifths will have to be reclaimed from the ses to bring it to building formation level.

(a) Desirability from trade and defence aspects of
encouraging this reputable British firm to establish itself here,
(b) Fact that the site must be restricted to one of the Colony's few small offensive trading areas, 2nd
(c) Danger in present circumstances of this firm being outbid by speculators if the land is sold by public auction,
I request your authority to sell by private treaty.
