Subject to what was said in Legco debates on: 10th July (ee para 2 of (10) ), I can see no reason why approval should be with-hold. It is true that the disposal of Crown land other than by public auction might give rise to forms of discrimination to which objection might legitimately be taken, but one assumes that the Administation will have that possibility well covered., and that the public will not become unespy at the extension of the waiver for a further 12 months.
