My point, which I am afraid I didn't explain clearly, was that it might be possible to prevent speculators, who had no intention of developing the land, from acquiring leases with the idea of passing them on to someone else at a profit. Unless this is done, it seems to me there is a danger of the whole object of the proposal put forward by the Governor being defeated. No doubt the Governor is alive to this danger, but I think it might be worth while drawing attention to the point. Unless, therefore, you see any strong objection, I propose to send a savingram as in the draft. Perhaps you would at once it to save time, unless, of course, you object.
