Thank you for your letter of 24th February regarding the Hong Hong Income Tux ordinance. regards your (a), în paragraph 2 of our despatch No.40 we pointed out the desirability of increasing revenue from Theme Tax, and we are stressing the point and making the point in the sentence at the end of page 1 of your latter, in a telegræs regarding tro eutimstead revenue for 1948/9, a copy of which will be neat to you. As regards your (c). the reason wity incomes received in the Colony Trom abroad were sot te be lazed was mentioned in paragraph 9 of the Governor's Lesent b No.125A and we commented on this point in our reply. I don't think therefore that it is necessary to say any more to the Gover or on these ten points at this stage, especially in view of the difficulties which will be encountered in operating the Income Tax machine, which are referred to in paragraph 19 of the Governor's despatch.
2. As regards your (5), I regret that the point was overlooked when our despatch was drafted, and a savingrem will now be sent on the point. A copy will be sent to you.
