I enclose a copy of a despatch from the Governor of Hong Kong together with enclosures regarding the Inland Revenue Ordinance which came into force on 1st Spril last.
The standard rate of tax has been fixed at 101 which is of course on the low side, but in view of the opposition to the introduction of the tax, this was the highest rate which the Governor considered to be feasible. We are taking up, as a matter of urgency, the filling of the posts of Assessors referred to in paragraph 19 of the despatch.
We should be grateful for any comments the Board of Inland Revenue may have to make on the Ordinance itself.
