Dear Sargent Roberts,

This is just to acknowledge your letter, 0.8.15502/47 of the 16th December and to say that we are looking into the question of the liability of Colonial Allowance to income tax in Hong Kong, and that I will write again as soon as I can do 60.

If Colonial Allowance is at present subject to income tax and it is agreed in principle that it should not be so subject, there may be some political difficulties in introducing the necessary amendment of the legislation. However, I will explain this point further, if necessary, when I send you my further letter.
