I enclose a copy of Hong Kong despatch No: 4 of the 15th January on the subject of double taxation relief.

You will see that the Governor proposes to de fer consideration of arrangements with the United Kingdom for the relief of double income tax until the Commissioner of Inland Revenue will be coming to this country on leave fairly soon, has had an opportunity of discussing the matter with our two Departments. We shall write to you again as soon as he gets in touch with us.
You will also note that the Governor considers that the existing arrangements with the United Kingdom for the relief of double estate duty are satisfactory and that Hong Kong does not wish to accede to the Anglo-American Convention for the relief of double estate duty. In the circum- stances described by the Governor we agree with this view.
