Frolovment Exchanges and Technical Schools.
I endorse in principle Miss Hinder's recommendations regarding
the future establishment of employment exchanges and the development
of technical schools for adults. The Labour Department is already
in touch with a movement to provide technical education for the
children (7 to 14 years) of workmen employed in the dockyards and
public utility companies and also with the industrial schools. I
agree with Mr. Hawkins that the question of opening labour exchanges
is a matter requiring further consideration in view of the peculiar
conditions - an overcrowded labour market and the large amount of
obtaining in Hong Kong.

PARTICIPATION BY THE PEOPLE IN DEVELOPMENT OF LABOUR POLICY.
With the qualification that the Labour Advisory Board's functions
will be consultative and advisory only, I am satisfied that the Board which I
appointed in June this year is suitable to present needs. This Board consists
of nine members (three members representing European employers, three represen- ting Chinese employers and three representing Labour) with the Labour Officer
and the Assistant Labour Officer as ex officio Chairman and secretary respec-
tively. This new Board has replaced the former Labour Advisory Board which
consisted of representatives of European employers only and it is being
consulted on a variety of labour questions including the labour legislation
(Trade Unions and Workmen's Compensation) which is now being drafted.
