I explained to you that in a circular despatch addressed to all Colonies in August last the Secretary of State lɛid it down that as far as possible trade unionists selected as Labow Officers should be sppointed to the pensionsble establishment and should be encouraged to feel that they can made a career in the Colonial Service. It is also the policy that the starting salary of these officers should take account of experience and professional qualificstions. If we can find the right candidate of suitable ege, we shall hope to appoint him on probation as proposed in the Governor's telegram No. 182, a copy of which I enclose. It is not easy to find young men with thể requisite experience and qualifications, and if the best candidate is over 45 we shall have to offer appointment on contract.
The other appointment for which we would like Treasury approval in advance of the general acceptance of the revised establishment of the Labour Office is that of Ledy Assistant Labour Officer. - The Governor would like an early appointment made and we have a good candidate in view who indeed we have been keeping "on a string" for over 18 months. The sulary sosle recommended for this post is £330 to £700 by annusl incremente of £20 plus residential allowance equivalent to that of mistresses in the aducation Department.
