I attach table showing salary proposed for staff in Labour Office and included in 1947/48 draft estimates. All will be subject to review by Salaries Commission. In your confidential telegram 373 of 4th March, 1947, you have agreed that Trade Union Adviser should be appointed as a Labour Officer on the full Class II Cadet Scale, I propose to consider later the grading all three posts of Labour Officer on the full scale for Class II Cadets instead of having two of these posts on the special short scale arranged for CHAUVIN. It is possible that the third past of Labour Officer might later be filled by a local officer. The salary for such an officer will depend on the recommendations of the Salaries Commission on the
subject of expatriation allowance.
The scale suggested for Lady Assistant Labour Officer is that of Mistress, Education Department. I consider that this would be a suitable grading for this post, subject to review by the Salaries Commission.
The scale for Inspectors Grade I is that of Health Inspectors, Medical Department. This is in accordance with pre-war practice as Labour Inspectors, were originally obtained from the Health Inspectorate. It is probable however that the Salaries Commission will recommend a slightly . higher grading for the Labour Inspectors.
The scale for Inspectors Grade II (Chinese) has been $1200 to $1800 in the past. This is the lower half of a Chinese Health Inspectors scale. It is considered that these Labour Inspectors should be on the full Health Inspector scale which at present rises to $3000. The exact status and functions of these officers are still under consideration, and the scale suggested is an interim measure. In the draft 1947/48 estimates only the lower half of the scale, i.e. $1200 to $1800 is shown, pending the recommendations of the Salaries Commission.
The posts and scales specified have been included for consideration in the draft 1947/48 estimates.
