2. I note from sår Mark Young's despatch No.169 of 6th november, 1946, that it may not be necessary to fill all the appointants on the establishṇant for some time to come. In conveying my approval for the full establishment, therefore, I hevO assumed that it is the intention to fill individual posts as and when the increasing work or the Labour Office rendefe it desirable that those posts should be filled.
