I am sorry that the Governor's despatch on the proposal for the establishment of a separate Labour Department for which we have waited so long has been help up in Eastern Department.
It is registered at 3 on this file. The previous papers have been on your files, but it may be that now that there are definite proposals for the staffing of the new Department and as (when they are agreed here) we shall have to obtain Treasury concurrence, it may be appropriate that further consideration should be on a geographical file. Do you agree?
Miss Whyte has put a table on the file at 4 showing the recommendations of Misa Hinder,
Mr. Hawkins and the Governor and I have added a column showing the existing establishment.
The Governor proposes a post of Deputy
Commissioner in addition to those recommended by Miss Hinder. Mr. Hawkins envisaged that it would be filled by a seconded cadet. You will no doubt say whether you
think a case has been made for the establishment of this post.
Misa Hinder suggested, and Mr. Hawkins agreed, that one of the two male Labour Officers should be a Chinese. Major Chauvin has already been appointed to one of these posts. I take it from paragraph 2(iii) of 3 that the Governor proposes that the other should be filled by a Chinese but it is not quite clear whether
