reference, that an immediate suspension of the Ordinance
would merely cause a recrudescence of the state of affairs

further six months. I trust however that conditions
in Hong Kong will not long continue such as to necessitate
the retention of these exceptional powers and, as I have
indicated in my secret despatch No. 15 of 12th November 1947,
I should not be able to agree to a further retention
of the Ordinance without a fresh review. I would request
that such review, should it prove necessary, should show
to what extent it has been possible to reduce the number
of premises to which the Ordinance applies and should also
indicate the premises to which it is desired that the
