Committee which has been appointed to assist in the preparation of a comprehensive plan for the development of the Colony has pointed out that as the most possible avenues of devolopment centre round the port and the two cities of Victoria and Kowloon, it is most necessary that the services of a Town Planning Expert of high repute should be made available as early as possible.

I fully share the Committee's views and should be grateful if you would consider the possibility of arranging for a visit by suck an expert, who should have had experience in planning port arean, including reclamation development schemes, as well as ordinary town plaaning of large cities, As the preparation of any successful plan of development is entirely dependent on such an appointment, it seems to me that there is a very strong case for meeting all expenses connected with the visit from the Colony'a allocation under Colonial Development and Welfare Act and I should be grateful if this could be considered

I imagine that it is unlikely that Sir Patrick Abercrombie would be willing to undertake this task, but it would be an advantage 1o an expert of comparable status could be selected, as his proposals would be lose likely to meet with opposition from the various intereste affected than would recommendations by a comparatively unknown Town Planner.
