I am not sure whether you have in mind the
appointment of a Town Planner to draw up a
detailed plan of development or a short visit
by a Consultant who would make a general
report. In the first case it seems probable
that the services of a Town Planner would be
required for a period of at least two years.
Although the implementation of his plan would
be carried out under the supervision of the
local authorities he would work out the plan
in some detail. The alternative arrangement
would be a brief visit of a month or two only
by an Adviser and might be followed by the
appointment or a Town Planner.
