I am sorry that an answer to your letter of the 19th February (ref. 54298/1/46) has been delayed.

The general view is that the job at Hong Kong is one that should be done, in the first instance, by a consultant, who would spend a few weeks there to advise the authorities on what is involved in prepar- ing a plan; give an indication of general lines; and to assess the situation and advise in the kind of planning organisation most suitable.

It is extremely difficult to suggest the name of an authoritative person for this job. There are only one or two real experts in the country, and they will be heavily involved for some years in dealing with the mass of work here. In particular, both Abercrombie and Holford are excessively busy. We could, however, suggest the name of Mr. J. A. Stewart, who was associa- ted with Professor Abercrombie on the London Plan and is regarded by us as capable of doing the job if he were willing to go. His long and varied experience includes that of Chief Engineer to the Calcutta Improve- ment Trust. He has now retired from the service of the Department but might be prepared to undertake the work. We could not advise you about fees, and should suggest negotiating them direct with the consultant when the scope and duration of the work has been agreed. We should, however, be very ready to give you a second opinion at any stage.
