I feel that I should have written to you before now recording my understanding of the results of our discussion on the 15th April. Please forgive me for not having done so.
My understanding is that you will be letting me have a note outlining the information with which you would require to be furnished 'or the purpose of the enquiry and also the terms of reference which you think might be appropriate. On the latter point, I believe you were inclined to agree with me that the terms should provide for a general appreciation of the problem and advice on the general lines on which development should proceed, Leaving the details of the development plan and its execution to be carried out by a planning officer. I believe you were also going to let me know when is the earliest time you would be able to visit Fong Kong.
I have made some cuquiries about the climate of Hong Long, as I promised. The concensus of ppinion scems to be that the latter half of the year is the best half from the point of view of the weather, with May, June and some part of July constituting the wet season. However, according to someone just back from Hong Kong, the weather there has been behaving somewhat queerly of late and is less predictable than it used to be.
You may remeber that in the course of our discussion you said that you would like, if possible,
