Acting Governor of Hong Kong, the terms

of reference we would propose are as

follows:-

"To advise the Government of Hong Kong

on the general lines and principles

to be followed in planning the future

for this purpose; and to advise on

what such plans would involve and,

in particular, what planning

organisation would be required.

The above is based very closely on the

terms of reference mentioned in my letter

to you of the 24th of March, with which
