You will remeber that, at our talk with Sir Alexander Grantham last month, we agreal that we would draw up terms of reference for your visit to Hong Kong in the autumn and send them to you for any comment you might wish to make.
After consultation with the Acting Governor of Hong Kong, the terms of reference we would propose are as follows:
"To advise the Government of Hong Kong on the general lines and principles to be followed in planning the future development of the port and urban area of the Colony; to outline plans for this purpose; and to advise on what such plans would involve and, in particular, what planning organisation would be required."
The above is based very closely on the terms of reference mentioned in my letter to you of the 24th of Harch, with which we understood you to say you were in general groem Perhaps you would be so good as to let me know-whether you have any comments on the detailed terms of reference now proposcd?
At our meeting with Sir Alexander Grantham it was also agreed that you would let us have your
