As promised in my letter of the 9th August, I am now writing to say that the Treasury have approved a grant from Colonial Development and Welfare funds, to cover the cost of your visit to Hong Kong in October.

I should now be grateful if you would confirm that the financial arrangements outlined in paragraph 2 of my letter of the 9th August are agreeable to you.

I am telegraphing the news of the grant to Hong Kong, and I have asked the Governor to let me know the text, and time of issue, of the local press announcement of your visit so that I can let you see it and arrange a simultaneous announcement here. I will write again when I receive the Governor's reply.
