Dear Browne,

We recently arranged for 5år Patrick. Abercrombie to pay a visit to liong Long to advise on town planning. The cost of the visit is being met by a grant under the Colonial Development and Welfare Act, 1945, and consequently Treasury conditions as regards subsistence etc. apply. The scheme provides for the payment of subsistence allowance while in Hong Kong at the rate of 25/s. a night which we understand to be the present approved rate. Sir Patrick has commented on this in a recont letter to us and, i think, perhaps you may be interested in what he has said. I accordin ly enclose an extract from the letter.
