Mr. Harding

The C.D. & W. application at No.17 was approved (Scheme No. D.759) to cover expenditure in connection with Professor Abercrombie's visit to Hong Kong. That scheme was, however, drawn up on the assumption that the visit would be one of 3 weeks only, but you will see from my minute of 15th May above that discussions in London between Sir A. Grantham and Sir Patrick Abercrombie established that the latter would need to spend 6 weeks in order to carry out the agreed terms of reference which are given in No.28.

We must, therefore, submit a revised application for a C.D. & W. grant to cover the longer period. You will see Sir P. Abercrombie's views as to fees, etc., in his letter at No.32. Please see also in this connection my minute of 29th July and Mr. Bryant's minute of 31st July above.

I accordingly submit a revised draft application opposite, together with a reply to No.32 for Mr. Mayle's signature and a draft telegram to Hong Kong in reply to No. 34: neither of these last two drafts can be disposed of until the C.D. & W. application asentovaná, has beer appeed in Me C.D.
