We have not yet had from Sir Patrick Abercrombie details of the fee he will require for his visit to Hong Kong in the Autumn.
But
I think our next step is to decide on the terms of reference for his visit, You will remember that at the meeting referred to in my minute of 15th May above we agreed that we would let him have our suggestions as to terms of reference, so that he might have an opportunity of
commenting on them before they are communicated to him oficially. Your letter to him at No. 14 did, of course, give him a pretty complete idea of what we consider should be the object of his visit, and I think the exact terms of reference can be based on what was said to him in that letter.
I think Hong Kong might wish to have
an opportunity of commenting on the terms, however, and I have therefore embodied my suggestions in the draft telegram opposite. We might mention the matter to Sir A. Grantham on Tuesday in case he has any further views.
