Sir Patrick Abercrombie came to the Office on the 14th of May to meet Sir A. Grantham. Mr. Mayle and I were also present. Sir Patrick said that he would definitely like to undertake the Hong Kong assignment, that he would be ready to leave about the middle of October, and that so far as he could see at present he would need to spend about 6 weeks in the Colony. He mentioned that he had had to spend 6 weeks in Addis Ababa, when he had been concerned to make general recommendations only, without going into any sort of detailed planning at all.
As regards terms of reference, Sir P. Abercrombie confirmed that those mentioned in our letter to him at No. 14 were very acceptable to him, and it was agreed that the specific terms of
reference should now be worked out in the Colonial Office and sent to Sir P. Abercrombie for his comments before they are officially
communicated
