The Governor of Hong Kong asked in the telegram at No.1 on this file that we should try and get a town planning expert of high repute to visit the Colony and consider the replanning of the cities Victoria and Kowloon. He suggested that we should try for Sir Patrick Abercrombie.
After consulting the Ministry of Town and Country Planning we telegraphed to the Governor (No. 12) suggesting that if Sir Patrick Abercrombie himself were too busy to take on the job, we should try another man recommended by the Ministry, Mr. James Stewart. The Governor, however, replied that he attached great importance to getting a man of the standing of Sir P. Abercrombie.
We do not yet know whether Sir P. Abercrombie will accept the mission but it seems desirable to get a C.D.w. scheme made to cover the cost of the visit as soon as possible so that there need be no delay if he does accept.
Accordingly I recommend for approval the attached application for a C.D.W. grant of £900, to cover the cost of the visit including the fee. The amount of fee would be reduced if a consultant of lesser standing than Sir P. Abercrombie has to bel accepted.
