You handed me back this file on Saturday and said that you did not agree with the proposed draft telegram to the Governor but thought that the first step should
be to write semi- officially to the Ministry of Town and Country Planning and seek their advice.
I find it difficult to draft such a letter since we do not know ourselves what is wanted and I cannot
help thinking that the Governor is the person best able to say what he has in mind. Mr. Betton tells me that in other cases it has been necessary to go back to Governors and seek clearer definition of requirements before the Ministry of Town and Country Planning were able to give any assistance. There is now some urgency about this appointment as, not only does the Secretary of State regard it as important, but we have heard from the Governor on other papers that he is unable to progress with his C.D. and W. Development Plan until the services of a Town Planner are available. I wonder therefore whether you would reconsider action as in draft A rather than in draft B? (
