We spoke. The Governor has asked for "the services or a Town Planning Expert of high repute" as early as possible.
My impression on reading the telegram at 1 was that the Town Planner was required to draw up a plan. The plan would be put into execution by the P.W.D. but it would be the intention that it should be worked out in some detail by the Town Planner. This would probably involve an appointment of 18 months or two years. An alternative interpretation of 1 which has been put forward by Mr. Betton, however, is that the Governor has in mind a short visit by a Town Planner in a consultative capacity only who would observe conditions on the spot and make a general report.
In either case we shall probably have to consult the Ministry of Town and Country Planning and you suggested that this might be done by a personal letter from Sir Thomas Lloyd to Sir Thomas K. Sheepshandks, K.B.E., C.B. If you agree, however, I think with Mr. Gilbert that we should first confirm from Hong Kong what they have in mind. telegram herewith.
