The Court duly assembled at 10.0 A. M. on Wednesday the
4th February, 1948, and after the President had read
the Warrant forming the Court he declared the same to
be duly open.
Mr. Li King Hong - Secretary
informed the Court that
he represented the interests of the Owners, the Yuen
on S. S. Co., Ltd., Mr. C. Y. Kwan, Solicitor, appeared
to watch the interests of the Charterers, The Yau
Cheung Steamship Co., Ltd., and Inspector Ernest
Franklin appeared for the Hong Kong Police.
The President then read a message received by His Excellency
the Governor from the Secretary of State for the
Colonies:-
"Have learnt with great regret of tragic"
"accident resulting from fire on British"
"River Steam "Kwangtung".
"Please convey my sincere sympathy to

"relatives of killed and injured. Ends

The Court then decided to adjourn for half an hour to
enable the Members to visit the "Kwong Tung" in order
to familiarize themselves with the position and general
arrangements of the vessel.
Each member of the Court was provided with a plan showing the principal features and layout of the main deck of
the vessel.
All parties being present, the Court re-assembled at 10.45 A. Me
