I have the honour to refer to my despatch No. 35 of the 20th February, 1948, on the subject of a fire on the River Steamer s.s. "Kwong Tung" and to transmit for your information a detailed report on the proceedings of the Court of Enquiry assembled at the Marine Office on the 4th February, 1948.

I also enclose a copy of a letter dated the 6th March, 1948, addressed by the Director of Marine to the various shipping firms engaged in the river traffic. It is felt that the implementation of the proposals contained in this letter will lead to a material reduction of the risks inevitably associated with this form of traffic.
3.
The question of gangways is under examination and it is intended shortly to effect some improvements in this respect.
