I have the honour to acknowledge the

receipt of your despatch No.105 of 13th May, 1948

regarding proposals made by the Director of Marine for

the stricter control of passenger traffic on river

steamers.

I note with satisfaction that these

proposals have been put into operation with success

and that as a result hazards such as led to the

recent fire on the s.s. Kwongtung have been

considerably reduced.
