Dear Mayle,

Thank you for your letter No.54297/1/47 of 3rd November

regarding the proposed remission of sentence of the two Peace

Preservation Corps men. The objections to which you draw attention

in your third paragraph were very much before my mind as before

those of the members of Executive Council with whom I discussed

the matter. In the upshot, however, I decided not to release

Neither General Chang Fa Kwei, when he was on a visit

here from Canton, nor George Yeh, nor anyone else at Nanking,

mentioned the matter to me, although they had plenty of opportunities

of doing so. We should therefore have gained little and might

have lost much had they been released.
