I have the honour to refer to your Savingram
to
No. 20 of 20th May, 1946, to your telegram No. 226 dated
C!
3rd June, 1946, and to your Savingram No. 193 of 7th
September, 1946, all dealing with the subject of the
Registration of Companies.

In connection with the question of the transfer
of China Companies to Hong Kong and the terms under which
China Companies may become Hong Kong Companies, your
Savingram No. 193 suggests that the draft Ordinance sub-
mitted to you under cover of Civil Affairs Savingram Nɔ.
2473 of 8th March, 1946, should be enacted forthwith and
that an amendment should be made in the Companies Ordinance
of 1932. I am advised that the completion of the registra-
tion of former China Companies as Hong Kong Companies may
produce difficulties which cannot at the present moment be
envisaged, that the individual problems of each Company
have not as yet been examined and that broad principles
only have so far been considered. It is suggested, therefore,
that as the Emergency Registration of Companies Proclamation
has been given the effect of law by the Law Amendment (Trans-
itional Provisions) Ordinance, No. 2 of 1946, it would
be advisable, for the purpose of dealing with those matters
which concern changes in the organization of a company, to
make Regulations under the Emergency Registration of China
