As you are aware, Mr. McPetrie was unable to deal with Scapped site before he went on leave. It appears from No.10% that

Hong Kong Government may have enacted legislation adding Articles 4A and 4B, which form the second enclosure to No. 5 animatzkédsky to the Military Proclamation No.27, a copy of which is registered at No.22 at 55087/6/46. If, in fact, Hong Kong have done this without waiting for our approval, I think this is all to the good as we have always felt that Hong Kong should enact the legislation without always referring the draft to us for our prior approval, leaving any amendments which are found to be necessary in the light of experience to be incorporated in any subsequent amending legislation. these circumstances I propose to telegraph to Hong Kong as in draft herewith and I think that there might well be an advantage in sending a copy of No.5A 24 to the Board of Trade so that they can be examining it in advance of any considered comments we may wish to make after Mr. McPetrie has had an opportunity of going into the various points in detail. I accordingly propose to write to the Board of Trade as in draft "B" herewith.
