I have the honour to refer to paragraph 5 of your confidential despatch No. 2 of the 4th September on the subject of the reclamation of the Southern shore of Deep Bay.

This project is mentioned in connection with the need of a site for the resettlement of the villagers who would necessarily be displaced if the proposals for an air field at Deep Bay are carried out. It has been suggested, however, that the reclamation scheme might merit consideration for the original purpose of rice- growing, irrespective of the decision on the airfield. I understand that the proposal, when it was irst put forward before the war, was rejected on grounds of expense, but you may now wish to co sider whether it is a scheme suitable for Financial assistance under the Colonial Development and welfare Act.

I should be glad to have your views on this ́ suggestion in due course.

I am addressing you separately in regard to the main subject of your despatch under reference.
