I have for acknowledgment your letter No.102 of 23rd December, 1946, to which I regret I could not renly earlier, As I have only just returned from a prolonged trip to the Interior of China.
hen I was in Geneva last year, I briefly discussed this matter with you, and I handed you a copy of my letter dated 30th March 1946, addressed to Lieut. Col. 7. Fay, in charge of the Relief Section, Civil finirs Administration, HONGKONG, who took over the "Rosary "111" Home from me in Cotober 1945. I indicated that I did not have an opportunity to go into this matter during my stay in London, in May 1946, and that I would leave it to you to approach the competent British Authorities in London should you feel that anything further should be done in the matter. I now enclose a further copy of the letter referred to.
You will notice from my letter to Lieut. Col. Eay that I mentioned that the British Authorities should assume the cost of repairs and replacements; V did not specifically mention the British Red Cross, as I am not aware whether the financial responsibility should be assumed individually by the ar Office, the Colonial Office, the Hongkong Government or the British Red Cross, or by all of them jointly, inasmuch as the inmates of
