Dear Mr. Rigg,

I enclose for your information copy of a letter dated 4th instant which we have received from the Colonial Office and of the enclosed cable referred to therein from the Governor of Hongkong on the subject of liability in connection with repairs etc., to the Rosary Hill Home in Hongkong. We are quite unaware of any liability attaching to this Organisation in connection with the use of these premises. We did of course provide considerable financial assistance through your agency for the benefit of the inmates. We are not aware of any case where we have met any expenditure in connection with premises used for housing dependents of prisoners of war and internees. We have so informed the Colonial Office, and that the matter has been referred to you for further information, but that we are at present unable to accept any liability in respect of the repairs in question.

We shall be glad to hear from you

on the matter when you have enquired into the terms of the lease which appears to have been entered into by your Delegate in December 1943, and why he sugges- ted that contingent liabilities under the terms of the lease for repairs and replacements should be assumed by us.
