I attach a copy of a lettor
(with original enclosures) I have received from Mr. Zimmermam u nceraing liability for repairs and replacements in connection with the "ROSARY HILL Hole" leased by the Red Cross Delegate in Hong Kong during the Japanese occupation.
You will see that this building was used by the Red Cross for accomodating dependants of:-
(c)
(a)
Prisoners of War.
Members of the Hong Kong Armed Forces,
Killed or Missing.
Metabers of the British Merchant Marine, Members of British Armed Forces
fighting abroad:
We are being asked to relieve the Red Cross of financial responsibility under their lease for putt.ng the property in order.
Although the sum involved appears to be comparatively small, our view is that e could not, in any event, expect the Hong Kong Government to foot the bill in respect of the dependants of persons falling within cutegories (4) (c) and (a)
